Children Abused and Neglected P1 (1.11.11 – YTO Day 13)

Is this child abuse/neglect?

I was at my brother-in-law’s house and his friend has a 4-year-old son who was acting out terribly. He wanted to go outside and play, but he didn’t have his snow boots so his mom wouldn’t let him. He started screaming and threw the remote into the TV (luckily not braking it) and his mom put him in time-out for 4 hrs. After about 45 minutes he told his mom he had to go to the bathroom and she told him his 4 hrs aren’t up so he’s going to have to wait. He peed his pants and she made him sit in it until his 4 hrs were up. Is that child abuse/neglect? My sister thinks I should call CPS.

Yes, you should call CPS immediately! That’s really sad.
