Weather: Why does the NWS issue a Winter Storm Warning for 6 inches or more of snow, but?

a Winter Weather Advisory if snow is imminent, but less than 6 inches?

Basically its just the threshold amount, usually within a 12 hour period, between the two. Below that the impacts are typically minor and mostly on travel, while at or above that figure the impacts are more significant and hazardous. There is nothing magical about that amount, just simply the agreed upon convention that separates the warning from the advisory.
